Joseph Raymond Francis, better known as Joe Francis, was born on April 1, 1973, in Atlanta, Georgia. His parents, Raymond and Maria Francis, were Austrian immigrants who frequently relocated within the United States. When Joe was seven years old, the family settled in Newport Beach, California, where he attended Our Lady Queen of Angels Catholic Elementary School. However, he struggled with discipline and was eventually removed from the school due to repeated behavioral issues. In response, his parents enrolled him in several boarding schools in hopes of correcting his behavior.
